Developing Inclusive
and Scalable Cluster
Ecosystems
Flagship initiatives focused on biodiversity, digital innovation, and trade alignment
INLAMOBI designs and manages cluster-based development models anchored in local potential and connected to international markets. Our flagship initiative is the Flavours & Fragrances (F&F) Cluster in Northeast India and Bhutan, a first-of-its-kind initiative integrating EU, Indian, and Asian partnerships.
Assam main cluster
Positioned as the operational core, the Assam main cluster brings together infrastructure, governance, and technological leadership. It aligns with India’s Aroma Mission and Purple Revolution to deploy sustainable farming, tribal knowledge, AI-driven traceability, and export readiness.

The Seven Sub-Clusters
Each sub-cluster is rooted in a specific Northeastern state of India or in Bhutan, taking into account its unique ecological zones, cultural heritage, and strategic location. This includes factors such as terrain, biodiversity richness, indigenous traditions, and proximity to national or international trade corridors. The geographic focus ensures that local strengths are harnessed and that development efforts are contextually grounded and regionally inclusive.
Each Sub-Cluster Encompasses:
– A defined regional and geographic focus, reflecting ecological, cultural, and strategic characteristics
– Key aromatic and medicinal crops native to the area
– Institutional partnerships and locally grounded research and development (R&D)
– Community engagement strategies tailored to local contexts
– Infrastructure readiness and potential for export-oriented growth
– Biodiversity conservation and sustainable production practices
– Vocational training for farmers, women, and youth to strengthen local capacity
– Youth employment pathways and integration into national and global supply chains
Program Management Office (PMO)
A governance unit based in Assam is responsible for coordination, compliance, and reporting. It includes stakeholder representation from EU clusters, Indian ministries, private sector allies, and local governments. The detailed structure outlines oversight, responsibilities, and alignment with EU standards.

How We Work
Structuring Resilient Ecosystems with Scalable Governance and Measurable Impact
A five-pillar methodology grounded in global frameworks, local collaboration, and advanced technologies
INLAMOBI applies a five-pillar operational model to manage complexity and deliver measurable results:
▸ Cluster Lifecycle Design: End-to-end development from concept to scale.
▸ Investment Facilitation & Risk Mitigation: Tools for capital mobilisation, investor onboarding, and regulatory navigation.
▸ AI & Biotech Integration: Smart supply chains, digital traceability, and BioAI-driven innovation.
▸ ESG & Inclusive Models: Circular and regenerative value chains with gender equity and tribal inclusion.
▸ Human Capital & VET Development: Vocational education and global partnerships aligned with industrial needs.

Alignment with EU Policy Frameworks:
– European Green Deal: Decarbonisation, biodiversity protection, and nature-positive growth.
– Circular Economy Action Plan: Sustainable material flows, resource efficiency, and closed-loop production.
– Digital Europe Strategy: Smart agriculture, AI in supply chain governance, and digital integration across sectors.
